Policy Advice from the LARS Project

The policy advice centers on the most important conclusions of the project. The LARS project partners have found that transnational learning may be applied in practice and that it complements smart specialization in the quest for new and innovative solutions.

There are several challenges involved in the process, technical ones on how to proceed but also “mind-set” issues, like the need to focus and act on discoveries when formulating policies.

The text is following the recommendation on preparing strategies for smart specialization in the summary table on page 9 the recommendation is classified into “strategic” and “operative” issues. In Annex 2 five pitches are listed related to strategy governance. The references to the text include recent publications on and around the project.
